Comparison (which only applies to one person):
One of my kids was offered a full ride to one of the great-reputation-for-their-music-school state universities...but only a scholarship that covered approx 1/4 of the costs to attend one of those three private music conservatories that you mentioned above.
They chose not to accept the full ride.
