Call Neal at Custom. You may be able to get a new for that price. The rotor version is less than the piston one if you don't mind rotor valves. I think the rotary vavle B&S tubas are better than the piston ones anyway. You could probably buy a rotary pt4 for sure for less than 7k and it is almost the same as the pt20 just a smaller bell.
