The Utah Symphony used to have (may still) custom made mute stands for the trumpets and trombones (maybe horns). These were made of wood, covered with felt, and attached to the stand shaft with a clamp. They had holes of appropriate size for the player's mutes. With a little trial and error you might be able to make one that would work for tuba mouthpieces.

I always wanted to see one of those for a tuba mute! You'd need a pretty serious counterbalance to keep the stand from tipping, but then you wouldn't be able to use the mute!
