I am encountering the same problem as you, but probably not as bad. I own a 1913-ish Conn Eb "Monster" 3-valver, and what I did to bring it up to tune was add a Conn sousaphone bit to the receiver, then the mouthpiece. What a difference that made! You should try it sometime. Also, what type of shape are your valves in? If they're in bad shape, I'd recommend getting a valve job, which could also help getting your tuba up to pitch. Good luck!
