I'll answer my own question, having in the interim listened to the Barry Tuckwell recording of the Concertino, yes they do try it and yes they are modestly successful at it. I have to assume that no one could do this better on the horn than Tuckwell, and the the overtones are neat, but nothing like the effect achieved by Conner on the tuba. He got a better range, particularly of the higher notes. Something I also heard in the interim was Gene Porkorny's performance on Friday night. He is a master and the piece certainly calls for a master. I, for one, would however have preferred to hear him play the Weber Concertino. I, as a listener, have a difficult time gleaning musical quality from the Stevens concerto.
