The arrows mean to play the highest or lowest note possible. The copy I have of the original manuscript has those same arrows and it appears that somebody (maybe the first tubist to try the piece) had written in note names over the arrows. These notes made the step-wise motion that has been mentioned by other posters and that you've all heard in some of the recordings. Hope this helps.
