This would recommend against solenoid actuators and for a feedback-controlle voice-coil actuator with a piano-key-style button. Halfway down on the button equals halfway down on the valve.

That would be different than an electromechanical organ, where added to the key press is the time required for the valve to open and the pipe to speak. With a tracker action, the valves would be under mechanical control of the fingers, and you could probably feel how the pipe was speaking. This approach would be more like that Hammond B-3.

But you can't get something for nothing. If you lighten the touch (and, especially, shorten the stroke) and still allow half-presses, then the fingers have to have more dexterity and control to manage the motion of the key. This would not be a benefit for me.
