Carmex. It's the best lip balm I've used. Seems to work well in summer and winter. I don't know what kind of SPF rating it has (if any) but it works great for me. BTW, I second the message about drinking lots of water. Keeps everything else working too!
You can get this stuff in a small tube or in a little jar with a screw top lid. Good luck!
