The first thing you need to ask yourself is: can I do anything other than play the tuba? I don't mean physically, or intellectually. Can you spiritually do anything other than play the tuba? If you can't, then find a way to get a horn. Take the scholarship and get a part-time job. That really sucks as an undergrad when your freinds are having the time of their lives and you're stuck at work to pay for a horn that you'll have to practice on after work. Maybe enjoy one night out a month. But if that's what you have to do, do it! Tack on a small loan for part of it if you have to. But if you have to play the tuba, then play the tuba.

In direct answer to your question: yes, you can do it. It will be harder than the other guy has it, though. Many colleges have a CC tuba that you can use. If they don't, most college tuba teachers would love to get one. Maybe you could be the excuse the teacher has been needing to prove that there is a need for the school to own a CC tuba. Explore every possible (not likely; possible) avenue. If playing the tuba is what you're supposed to be doing, a way will present itself. But you have to keep digging and keep your eyes open.
