I've owned a *21 and spent significant time playing other HB 4/4 tubas.
I bought the 21 based on the playing that I did of the other models, and frankly was "surprised".
I would rate various HB 4/4 models in the following order:
5 rotor - first prize
2P - - - distant second
21 - - - not in the running
*As you surely know, the model designations *2P and *21 are not the genuine model designations, and were created by a domestic re-retailer of these instruments.
