Mr. Curious,
I have seen similar situations in more than one town that I have lived,
however, there was one in particular that did something about it. The group
had just brought in a new conductor. He was old, positive and very helpful
both technically and musically. He instituted a new program that took the
normal rehearsal night and split it into two components. First, he extended
the length of the rehearsal from 90 minutes to 120. Then, he had two 1 hour
blocks (with a small smoke break in between). One for fundamentals and one
for music rehearsal.
At first, the "old crowd" in the band was not very happy with the new
schedule, but after they started seeing great improvement, some of them
actually wanted to add more similar activities.
While it still sounded like a community band, it was much improved and
the overall attitude from everyone in the ensemble was much better.
