I know a few guys that I went to school with that can do it very well in the right situation. For instance, the LONG D at the end of the Mahler 1 solo in the third movement. I guess a few auditions have actually had tuba players hold this note for more than 6 bars. If one could do it without breathing, wouldn't that "stand out" from people who couldn't? Another great place to use it would be on the high A in Till Eulenspiegel.
Physically, I can circular breath, but circular breathing and playing is a whole 'nuther story. With practice, I bet anybody could make it work fairly well.
