Start with tuba-euphonium press, or the back of the ITEA Journal, where many new and continuing charts can be had. I was able to purchase a truckload of good charts this past year for UW-La Crosse. There are many quality arrangements, and some not so good. How do you know? Hmmm. Not sure on that till you purchase, or find someone with a pretty deep library. Skip Gray, John Stevens, Ron Davis, are just some of the composers who do good work. Anybody else add to the list?
