I've run into that before. It is usually the top valve cap not seating well. There is a slight burr from manufacture that makes it feel like the cap is down all the way but it isn't. Work the cap to get it tighter then loosen. Tighter then loosen, etc. Then put some grease on the threads. Over time it will work in. If not, then we may need to cut a little metal off the cap.
