The valved ophicléide has been mentioned some time ago.
Here is a pic of an instrument, that almost fits that description (flanked by two real ophicléides).
The Sudrophone has some membrane device on the bell for kazoolike effects. The port for that is missing something as far as my French tells me.
(But which modern lowbrass player needs technical help to produce kazoolike effects?)
