BB-flat and E-flat tuba parts are entirely different a lot of the time. There are two distinct parts for a reason. In traditional British brass bands, both instruments are an individually scored instrument in the band. Also, most true brass band music is written in treble clef, not bass (with the exception of the bass trombone, the only instrument with parts written in bass clef.) It's a noble idea though (:

In regards to the original question, regarding adjusting the key signature to be read in treble clef and adding flats... Where the accidentals are concerned, you must think of the "altered" key you are in, and then adjust according to accidental. A flat would be lowered, a sharp would be raised, and a natural would depend on if you were in a sharp key or a flat key. In some instances flats and sharps might be altered by a whole step depending on the original key you are reading. It is very difficult to explain, but if you get used to doing it "on the fly" it becomes easier! Also, watch out for courtesy accidentals!
