You're right!! The BD should get a legal copy. Based on the timing (end of school year) I would suspect that he possibly wants the part to work on over the summer. I don't know Blue Shades so maybe the part is a monster to play.Maybe the band read it at the end of the year in preparation for next year? Then BD said something about having to get a tuba part to play it? To encourage the BD to play the piece, our tube friend wants to get a part to complete the set. If this is how it played out then the student is trying to be helpful, and not trying to steal something. Anyway, the BD is responsible, IF he/she decides to work the piece then a legal part must be obtained
