No, it's not named after the instrument. I suspect it's a Spanish word used in an obscure way. It was likely named before tubas were called tubas.
If you go there, take your own water and don't drive at night. And don't expect much. You'll probably hear laughter from anybody nearby when you stop for the picture. "Look at the balagaana over there taking a picture next to that sign! Must play one of them big sousaphone things."
