The story I got (about 10 years ago while on vacation on the way to the Grand Canyon) from a lady behind the counter at the Tuba Trading Post was that the town was named for a missionary who helped found it, John Tuvee. Over time somehow the name became bastardized to its present form. At the time this gal seemed tired of answering the same questions from yet another tuba geek.
A whole lot of nothin' there at that time, too. Some cool signs, though.
