If you keep your horn relatively clean, this will work and if you do it 1-2 times a year your tuba will NEVER smell again and you will be ALWAYS able to play in time and NEVER make a mistake in counting again!

Without disassembling the valves, I use a garden hose with a plastic head, so that I can hand-hold it in the cup of the leadpipe. Hold it tight, and after removing the slides crank the pressure up. Then manipulate the valves, noticing how when certain valves are open, the water shoots out of a valve pipe instead of the main tuning slide pipe. Repeat at will several times.

Dry your horn after dumping the excess water from the internals when you tire of the spray-fest, then disassemble the valves and soak them in a weak solution of cider vinegar and water (50-50% mix) only soak the valves long enough for their appearance to brighten up.

while the valves are out, snake the pipes and re-flush with the previously described water method, but remember now it will be harder to get the water to go throu the valve pipes when there is no valve to redirect the flow! ;^} You might try using a small plastic funnel wedged into each of the pipse to water-pressure-purge the pipes clean.

Oil the valves, re-assemble, oil the valves again. And play.
