partials refer to the open notes playable on an instrument. If on a CC tuba pedal CC, two octaves below the bass clef staff, is 1st partial. The CC just below the bass clef staff is second partial, first line G is third, second space C is fourth, third space E is fifth, fourth space G is sixth, top line Bb is 7th, and middle C is 8th partial. From these partials simply add the second valve and the partials are the same, only a half step lower, and so on depending on the valve combination, or position. I hope this helps.
