I will probably be chided by others, but the first thing I would do is to get out this big long piece of round tapered maple-wood that I have (about thirty inches long and tapered from about three inches in diameter to around five inches in diameter), put it in the vice, wrap it with a small blanket, shove the tuba bell over this, and yank the bell (uhh, in a controlled manner) away from the top bow.
Most of the dent would pull out, and 90% chance the #1 valve will work fine again with little or no lapping.
