That certainly looks like a Conn 26K Eb sousa, and the model number should be lurking there somewhere if it hasn't been buffed off at some point.
I'd suggest using a mouthpiece that is somewhat small, or at least shallow by today's standards. That will help the intonation and overall response. I like to use a Bach 22 or a Rudolf Meinl RM-9 (F-tuba mouthpiece) with my 26K, and the low register sounds fine.
