4 valves do not make every note possible. a low F# _might_ be possible only on an F with a VERY long fourth valve slide coupled with a lot of slide pulling.
6 valves give you a way to finger most every note between first and second partial in the ballpark pitchwise WITHOUT excessive lipping or slide pulling.
Maybe that's why the typical German tuba player (who plays F tuba most of the time) will more likely than not be playing a 6 valve F.
