Rather, it is a way of legitimizing - ("scholarizing", if you will) the tuba players in the marching bands...the ones who want to receive Bachelor of Band Directing degrees, anyway.

I do agree, though, with your premise that most all of these "Tuba Professor" jobs will someday soon become obsolete. Quite soon, taxpayers will realize that the societal music of choice - rap/hip-hop - does not require the use of marching saxophones, sousaphones, mellophones, and the like in order to be performed between halves of football events.
