What I do...is a mouthpiece shift. I push the mpc up on my face until I can "pin" my lower lip down a la horn embouchure, with the tuba mpc. I can hit a solid, loud, clear, Bb in the middle of the treble clef this way. I'm sure it's not "correct"...but it works. It would be nice if a "real" tuba player, who does it right, could respond to this question.
I was speaking of lip mass wrt tone quality, not range, but I have found that my high range on tuba up to about F in the treble clef....is gotten by curling my lower lip over my teeth. No pressure needed. I would think that teachers would teach this; however that is about as high as I can go that way, and past that I have to shift and pin my lower lip.

You could work on your free buzz---consult a Caruso teacher to learn how to free buzz in the squeek register.
