You might try Dan Oberloh, he may have an used F tuba in the shop for sale. I don't know if he would be willing to rent it. Otherwise, the chances of finding a rental are zero.
Also, it's not too late to come early and attend the Big Brass Bash (http://www.hpnwbbb.org) on July 12th and 13th.
