The value of an instrument can't necessarily be determined by the amount of metal in it, or by what kind of lacquer it has on it. Its value is determined by how good it sounds, and what people are willing to pay. If this tuba is a great orchestral instrument, then it might be worth every penny. An audition committee doesn't care what kind of finsh your horn has.
