Are you talking about adding tubing to pitch the horn a step lower than a GG (21') Contra to make a FF (22'+)Tuba or just making an F tuba with Larger branches and Bell than the norm. If the answer is bigger I would say go for it. It would be a combersome beast but interesting to play. No one would call on you to make a bunch because soon there will be alot of GG horns around for sale due to DCI rule change.
