I see your point, but if you're going to have the same amount of conical tubing, and the same bell, but different amounts of cylindrical tubing, and the horns are going to be keyed a step and a half or less apart, your 'double horn' is going to sound the same whether you are playing the Eb or the CC 'side'; so why not just make it an Eb, and if you want to extend the range a step and a half lower, then add another valve or two. You get the same 'bang' for a lot less bucks, and avoid the extra pass through the valves. 'Course, if you like the compensating feature, use it, but I don't think I'd bother thinking of that as a 'double' horn, with two sets of fingerings, I'd just get the stock item (which you would actually be able to sell if you want to someday) and just think of it as a four valve horn that plays better in tune.
