I'll step out of my own expertise for a moment, because there may not be time for someone else to say these things, and they have been said every time someone asks this question:
check the 'shops' page, and follow the links to Baltimore Brass and Dillon's; also check http://www.wwandbw.com . They all have quality used instruments in your price range. There are others, which someone else will add if there's time, but Dillon's and Baltimore Brass are the two that NO ONE has anything negative to say about.

I can't say I totally agree with your teacher about Cerveny horns though; some are quite good, and are used by pros (Jay Bertolet, on this list, has used a Cerveny 601 until very recently). But if your teacher is biased against them, and you're committed to this teacher, don't antagonize him.
