To my mind you are describing a Germanic sound in a tuba. That would point to a rotary, or a piston instrument with a sound like a rotary. Leading the list you mention would be the Rudy Meinl 4/4. A 4/4 tuba works in a quintet, but a 3/4 tuba is a little light for an orchestra gig.

Much as I love Miraphones, the guys with the big chops seem to prefer the Rudy Meinl when comparing those two.

The Conn might be too American for your purposes, though you should certainly try it to be sure that you aren't mis-hearing that sound in your head.

The big Willson F seems to me like a wonderful orchestral F tuba, and if you went with an F for your list of desires, that would be the one. I'm sure the EEb would have the same value.

To my ears, the Meinl-Weston piston instruments are kind of a cross between an American approach and a German approach.
