I have just about everything ever written concerning Vaughan Williams, but I haven't yet seen anything with more than a paragraph on the Tuba Concerto. It just didn't correspond with any major biographical event or characteristic, and therefore is apparently not that interesting to biographers.
I have Bird's book, but can't recall what's in it for the Tuba Concerto. That and record-liner notes are your best bet.
