If you're just looking for a special effect from a horn that won't be used for everything you play, try a little old Yamaha YBB103, good little horns and they overblow very nicely. So does a King 1140, or a Besson 220. If you're looking for a real good tuba that can make these noises only when called for, but still sound like a tuba normally, I'd go with the little mirafone and a little mpc.
