The first think I would do it take the instrument to a good repair technician and let him go through the horn. When you get a freebie, this goes with the territory.
Probably a really good disassembly and cleaning will solve most of the problem. And it will reveal the rest of the problem to qualified eyes. I'm assuming that you have not done this already, if you have, then my apologies.
They are sluggish probably because they are heavy and the leverage isn't well-suited to their weight. But that should be a subtle problem, not a major hair-pulling problem. It sounds like you have the latter situation.
