I probably sound like a broken record, (do you remember those?) but I recently played a Meinl Weston 18 BBb. It is on the small side but was incredible. And it was within your budget also. It has four rotary valves and is a compact or "handy" model as they call it. It would be great for solo, quintet or small groups or band work too if you are playing with other tubas in the section. It might be a little small for orchestral work, although it depends on what kind of literature is being played. A small "pops" group or pit orchestra for a show I would think it would work great. It has a crystal clear tone, is very flexible and is free blowing in the low register. If I were seriously on the market for a horn I would consider it.
