In general, yes - on the "new" big valves the felt is sitting under the finger button so the top cap is in brass. I agree this might help for a quick identification. Pictures of both valve types can now be found on the Meinl-Weston website at the link below.

However, these items can be changed easily even on older Instruments; remember - these "older" Tubas we are talking here are at least 4 or 5 years old. Who knows who made which modification after the first owner purchased it?

Therefor, I would just stick with the described method - measure the outside of the valve case and you can be 100% sure they are the new "Big Valves." The measurement on the outside of the valve case should be no less than 32,5 mm or approximately 1.279 inches on every piston.
