I think the question you want is "Where does it sound different?" AFAIK, the 'bell forward' was developed specifically for injecting sufficient sond power into early-in-the-last-century recording devices, which had a hard time picking up enough bass. I have also seen discussions of sound power and frequency measurements to determine the directionality (is that a word?) of sound from a tuba bell. As I recall, the upright bell puts more fundamental out in the audience, while a bell forward, or Sousaphone, puts more of the harmonics.
