The ultimate might be the small pneumatic tires used on hand trucks and the like. Nice wide surface with a cushioned ride! Something out of the Northern Hydraulics catalog should do just fine. If you search the URL below for "Puncture-proof wheels", you'll find a nice 4" closed-cell wheel that might do the job.
