My experience is that it's used a lot for smaller bore tubas - drilling it out takes away some of the resistance of the mouthpiece (the resistance is provided by the smaller bore and the tight angles of the bends in the tubing) and allows for freer blowing and more resonance. This of course is my highly subjective opinon - that's what happened when I applied a drilled-out Bach 7 to a York Eb tuba (small bore, huge bell).
