are you sure its the valves? the way many instruments are built today I wouldent be suprised if you have a partial soldered seam I recently repaired an open seam on 1 month old "hand built" 10k+ tuba. try the cover and bolw trick again and listen for hiss coming from a place other than the valves. you can also find you self a cigrette adict friend to bolw smoke through the horn while plugged up. you may be suprised .
