Another word for partial is overtone. The first overtone/partial of the fundamental is one octave above the fundamental. The first octave is a "part" of the fundamental. That is the derivitive of the word partial.
I would agree with Joe that the word pedal is more slippery. People call notes like D a pedal, when it is in fact the first partial above DD. I usually hear notes from D down being called pedal notes. Maybe a better word would be "wrong octave note" or possibly "show off how low I can play note" or "destroy the overall texture of the chord note", as that is unfortunatelly how they are usually used.
