Try this:
Buy two canvas laundry bags, some self-adhesive velcro strips and some 1-1/2" foam-rubber. Turn one bag inside-out, and apply the velcro top and bottom. Place it on the corresponding places on the foam rubber and put the two together. Do the same thing to the inside of the other bag, only don't turn it inside-out. Slip the second bag over the foam rubber, and you now have a padded, lined bag with a drawstring closure. If you want to get really fancy, get a technical theatre person (or anyone else with access to one, you can buy them at Home Depot) to put some canvas grommets in the bag to allow for a shoulder strap.
Seems like it should work.
