Played at 4/4, there's a measure every 2 seconds.
Played at 3/4, there's a measure every 1.5 seconds.
And now...the hard part. The "repetition rate" is NOT the rate at which the quarter notes occur - it's the rate at which the MEASURES occur. Why? Because all quarter notes are not created equally.
