Unless the valves are replacements, stainless steel valves were not used in 1976. Hard nickel, chrome, monel, but not stainless.

The question to ask yourself is how much do you use the instrument. A lot? or just a little? If you use it a lot, then the possibility exists that a replating job is needed. If you use it only occasionally, then the problem may just simply be a good cleaning. Take it to a qualified repairman and let him clean it. If the valves still stick, let him or her fix it. That's what guarantees are for. just my opinion.
