Usually it's some kind of dirt or crud buildup on the inside of the cylinder that the piston slides in. This is what works for me: Scrub the cylinder with a toothbrush, wipe the piston with a paper towel. If that doesn't solve the problem get a long, clean rag or dish towel that just fits snugly through the cylinder and pull it up and down through many times.
