No, a flight instructor does not need a plane, any more than an airline pilot needs his own plane, though he may have one for his own enjoyment. My father-in-law teaches instrument ratings, and the teachers with whom he works use either a rented plane or the student's plane for lessons.

And I think you'd be surprised at how many public-service concerts most professional orchestras provide, particularly for school children. This is often the quid pro quo for municipal funding.
