The answer to your question is the human factor. No mater how perfectly a tuba is built, there will always be a person who can't play it in tune. Every horn is an indivdual and every individual needs to find their own horn that works best for them. Some need larger bores and others need horns with smaller bores. You may need one with an extra solder blob or two to create the resistance that lets you center notes easier.
I see and watch these things happen nearly every day. Most of the so called "Magic" people give me credit for is just changing how the horn responds to the owner. Big long discussion here. Matt
