Something you must keep in mind when determining teachers/schools of audition winners is that schools are very different in structure and size. You mentioned Perantoni with military band auditions. Indiana is one of the largest tuba studios in the country, with as many as 20-30 players at the school (I could be wrong with this figure). The number of winners vs. number of students in the studio should be considered.

USC on the other hand is very different. The largest studio I've seen there is around 8 players. Much smaller in comparison. Also, the smaller number of applicants makes the school less competitive. All tuba students study with Tommy or Jim, or sometimes both. This is not the case with the largest studios, where you have many undergraduates studying with graduate assistants.

To answer part of your question, some USC alumni include:

Gene Pokorny (Chicago)
Norm Pearson (Los Angeles)
Wes Jacobs (Detroit)
Tony Clements (San Jose)
