When a unit replaces equipment or, through changes in the unit's equipments authorizations winds up with equipment which are excess a request for disposition is processed via supply channels through the supporting materiel managemaent center to the national inventory control point where some little old lady in tennis shoes determines- based upon the total Army authorizations and on hand balances as well as upon equipment age and condition coding- what happens to it. Band equipment being non-mil standard and pretty low density there is a lot more unit discretion/ direct interaction in the matter than there would be for a howitzer or a HMMWV. Does the Army check other service requirements? In theory the supply sytems tie via the GSA or DLA but as a practical matter they are pretty inept at such actions. Storage for such things as tubas is difficult to manage at the depot level. So there's a pretty good chance the instrument will wind up going to DRMO as outlined in Sean's link. Once there it is up for grabs; usually through lot sales or individual auction. DRMO sales are by and large as found/as is. Should you come across one there might well be a bargain to be had- assuming it hasn't been strapped to a pallet and run through with a forklift tine. Henry
